PCS’ing to Ft. Lewis, and Getting Pre-Qualified For A VA Home Loan

 

The starting point of the home buying process, after finding the right representation, is to get pre-qualified for a home loan.  I will discuss the process in this newsletter, and also introduce ourVeterans United Home Loans, Recommended by Phil Sharp Homes new “preferred” Mortgage Lender, the husband and wife team of Mike Villano of Veterans United Home Loans.   

Pre-qualification in 2013 is much easier than you may have heard from years past.  A lender experience at working with Military/relocating buyers should have no issues qualifying you by email/phone.  Most of the information needed is contained in your credit report, and your VA certificate (if you choose to use your VA benefits) is available to VA lenders online. 

The lender will normally issue a pre-qualification letter upon verifying that you have acceptable credit, not too much debt, and enough income.  With today’s interest rates, you may be surprised at what you qualify for…however, the NCO in me says “just because you qualify, doesn’t mean you need to spend that much”. 

Once you are pre-qualified, you can make an offer on a home.  In order to complete the process and finalize the loan approval, you will typically need to provide the lender with the “ list of two’s”.   2 months LES/pay-stubs, 2 months bank stmts, 2 years of W-2’s or Tax Returns, and any other pertinent info such as child support, alimony etc.

Interest Rates…Gooooing Down…
I have been involved in more discussions than I can count regarding recent interest rate fluctuations.  Most folks don’t realize that one of the primary causes of rate increases thru the summer were comments made by the chairman of the fed, Ben Bernanke, and the decline in rates comes from Mr. Bernanke reversing himself.

Popular opinion seems to be that the greed on the part of lenders has been driving rates.  Rates aren’t “set” by the markets, they are the result of other factors.  You do have to wonder, since the prime rate hasn’t changed, why have rates gone up and then down?

While the prime rate, as well as various indexes, do have a big impact on interest rates, the securities and bond markets have just as much impact.  When investors can make more money by investing in bonds, for example, they will invest in bonds.  When bond prices go up, there-by driving rates down, bonds become less attractive.  When bonds start to pay less interest, mortgages become more attractive to investors and the result is more money available in the mortgage markets…and rates go down.  Kind of a brain twister…

Several months ago, the Fed Chairman, Mr. Bernanke, did something Fed Chairmen never do…he announced in advance that the fed was going cut back on bond buying.  To explain:  The Fed has been buying about 80 billion $ per month of US bonds, creating strong demand, and keeping bond prices high/interest rates low.  When The Fed threatened to stop buying bonds, investors interpreted that to mean that the bond markets would drop, rates would go up, and bonds would become a better investment.  This took money from the mortgage markets, reducing supply and causing rates to go up.  I will let you decide for yourself if The Fed made a mistake…maybe it was a test???

SO…It became apparent to The Fed that the bond buying comments caused an unpleasant effect within the mortgage industry, and across the economy….In the last week of September, Mr. Bernanke announced that the fed would Not stop buying bonds.  He did not say that his earlier statements were a mistake (a multi-billion dollar mistake for the economy, which cost individual tax payers thousands of $).  Did he set the economic recovery back a bit…he did in my opinion, it was just too soon.

The fed will not stop buying bonds, interest rates are down about .5%, from 4.5% to about 4 at the time of this writing…and I would expect that they will stay within a .25% range.  While I don’t think that this nut-roll has seriously affected the economic recovery or the real estate market, I will say that neither needs any more help of this kind.    ~Phil

The Sims FamilyI recently moved with my large family (Mom/Dad + 3 young kids + grandparent) to the Olympia-Lacey area after nearly 12 years of military life abroad, and 20 years after our last home purchase. Didn’t the Government Say that
Interest Rates Wouldn’t Change?

Mortgage interest rates, to include VA Mortgage rates, have increased significantly over the past month.  Although the fed has stated that they will keep interest rates and other stimulus in place, the lending industry, taking advantage of strong demand, feels otherwise.

Almost all mortgage money in this country comes from the fed.  They lend the money, with strings, to the private lending industry….currently for zero interest.   In simple terms, the lending industry marks the interest rate up by a certain margin, which represents their overhead and profit.

If you have been shopping for a home loan, VA or any other type, you have probably noticed the increase in rates.   A well-qualified VA borrower just a few months ago could get an interest rate of less that 3.5% without any additional fees (points).  Currently, the same buyer is looking at a rate of 4.25-4.5% depending on the various factors that go into qualifying for a mortgage….Credit Score, Debt to income ratio etc.

I expect that rates will continue in a range of about 3.5-4.5% for the foreseeable future.   As I mentioned earlier, the Fed says that it will hold its rates at current levels thru 2014.   I believe that going into the fall of 2013 that demand will seasonally slow, reducing the probability that the lending industry will raise rates further…at least before next spring.  If demand continues as it has thus far this year however, it is possible that rates will rise further.

The real estate market has turned around, and looks like it is going to continue upward.  Home prices are much closer to the bottom that to the top…but as home prices increase, it appears that so will interest rates.  Keep in mind that if you wait on purchasing a home “until you get to know the area” that prices are going to continue to go up, and interest rates likely will too…but hopefully not until next spring.

$237,600 Median existing home price, 1st Quarter 2013; 14.1% higher than year ago but still 21.0% lower than 2007’s 1st Quarter high.
28.6% Increase in single family building permits compared to 1st Quarter 2012.
$8.38b Dollar volume of commercial property sales in Washington as monitored by Commercial Brokers Association. Excludes multifamily.
4.2 Months supply of homes available for sale, end of 1st Quarter 2013 (5-7 months is a balanced market).
39.1% Proportion of Washington homes sales in 1st Quarter of 2013 with accepted Purchase and Sale Agreement within 30 days of listing.
3.56% Effective mortgage rates on loans closed in 1st Quarter 2013. Lowest on record.
$1.3B Dollard value of residential (single-family and multifamily) building permits issued in 1st Quarter 2013 (excludes land value); 37.4% above year earlier.
88,440 Seasonally adjusted annual rate of home sales in 1st Quarter 2013. Highest since 3rd Quarter 2007.
68,250 Number of seriously delinquent home mortgages in Washington in 1st Quarter; 10,600 fewer than a year earlier.
28,118 Total units authorized by building permits in Washington in 2012. 34.8% above 2011 but still 47.7% below 2005 peak.
18.5% Proportion of 1st quarter home sales reported as cash sales.

About Your Offer…..What’s Next?

Once you have written an offer on your new home and it has been accepted, you can expect the following actions to take place.

The offer will be provided to your lender so that they may begin processing the transaction. The lender will take the following steps:

       o Verify that nothing has changed regarding your financial situation, and place the loan with an underwriter. The underwriter’s job is to insure that all is on the up and up, and that there are no surprises.

       o Order an appraisal: depending upon the type of loan, the lender may do this him or her self, or in the case of a VA loan, a VA appraiser must do the appraisal. This is done to insure that the lender does not influence the appraisal amount.

       o This is the time to consider locking your interest rate, if you believe that rates may go up.

Inspection: I will coordinate the inspection. We typically have 10 days to complete the inspection; with an additional 5 days should further inspections be needed.

Home Warranty: I will place a warranty on the home in time for it to become effective upon the closing date.

The Title Company: Your contract, along with your earnest money deposit, will be provided to the title company that will close the transaction. The title company will prepare a “title report” addressing the condition of the property title, liens, and any other issues that may impact your ownership of the property. The title company does not verify physical features such as fences and property lines. The earnest money will be held in the title company trust account, and will be applied to the purchase price.

Underwriting and Closing: Once all verifications are done, and the appraisal is approved, the underwriter will prepare loan documents and forward them to the title company/escrow offer. The escrow officer then prepares a closing package, which includes the loan documents, deed to the property, tax documents etc.

Once all the documents are in order (usually within 24 hours of receipt), the buyer and seller will sign the documents that are applicable to each of them. The documents are sent back to the lender for final review, the money is transferred to escrow/the seller, and the title to the property is recorded at the county in your name. After the signing, you will not actually own the property for 4-24 hours.

The Way This Works……

I have built my business around military PCS moves, and other long distance relocations. I believe (and this is backed up by positive client feedback >Read our TESTIMONIALS<) that we are better at this than most…way better.  

As a starting point, I prefer to work with a local lender (not a broker), who is very well known and respected within the community. Having a lender that is a known quantity (to sellers and their realtors) can make the difference in an offer being accepted or not. I have had sellers turn down an offer financed by a large national lender, in favor of the local lender…because the local lender can close in 3 weeks, and the larger ones (USAA etc.) take 45-60 days. If you ask, they will tell you…but only if you ask. If you would like contact info for my lender, just ask.

Education: I begin to educate you from Day one. I prefer that you be educated on the home buying process, and understand the pitfalls, before we start house hunting. The material includes information about JBLM, the local area, the real estate market, and the home buying process. If you would like a complete (7 page) description of the home buying process… just ask.

Listings: I have a full time employee (Stephanie) who spends her day searching for listings. I don’t like the automated searches, they are spam generators…a real person can learn your wants and needs, and does a much better job of filtering than a computer can. Stephanie searches daily, and puts the listings she finds into an online “portal” that allows you to review them, and provide us feedback. Over the course of several months, we really learn what appeals to you…and you learn the market, with the goal being that when you arrive for house hunting, you will be able to recognize a good deal…and the not so good one. The other nice thing about the portal is that it updates in real time, so you see price changes, solds, etc.

House Hunting: When you arrive, either TDY or to report, you will house hunt with Me (I am Broker, Owner, and the only licensed agent). I typically block off 3-5 days for house hunting, which seems to work well for a given price range and criteria. I work around the whole perimeter of JBLM, and I like to start with a brief tour of post, followed by house hunting around the perimeter. It is my goal that you get a look at all of the surrounding communities before making a decision.

As I mentioned in the first paragraph, regardless of who you work with, choose a busy and active agent…one who can prove it. An agent who is active (out showing houses daily) will better represent you based on level of experience…and, an agent with a (good) reputation will garner a better reception of your offer by the sellers agent/seller. An unknown agent, with an unknown lender, makes you an unknown buyer, with unknown ability to actually close.

KIRKLAND, Wash. (Feb. 5, 2013) – Punxsutawney Phil’s prediction of an early spring is showing up in the latest housing activity report from the Northwest Multiple Listing Service. Its statistics for January showed a 14.4 percent year-over-year increase in pending sales and a 23.6 percent jump in closed sales amid a 31.3 percent decline in inventory.

The MLS reported 4,289 closed sales during January, surpassing the year ago total by 820 transactions. Last month’s completed sales of single family homes and condominiums had a median selling price of $239,300. That’s up 11.3 percent from the year-ago figure of $214,990.

Supply has dwindled to less than two months in some counties close to job centers, spurring bidding wars. Some buyers are even resorting to writing “love letters” to win over sellers in these competitive situations. Brokers also report an increasing number of buyers have little or no interest in making offers on short sales.

“I personally have never seen the ratio between active buyers and available inventory in Seattle’s close-in neighborhoods so out of balance,” remarked Mike Skahen, owner/designated broker at Lake & Co. Real Estate in Seattle. Skahen, a real estate professional since 1976, said multiple offers and bids well over the list price are common. “Even homes that were hard to sell for various reasons are being snapped up so those sellers were wise to list,” he added.

Lena Maul, a new member of the Northwest MLS board of directors, and the designated broker/owner at Windermere/North in Lynnwood, agreed now is a good time for sellers to list. “Sellers who are considering a spring or summer listing may want to consider listing now as demand is outweighing supply,” she noted, adding, “This has given well priced sellers the advantage with the benefit of quick sales and multiple offers.”

With multiple offers on the rise, buyers are seeking an edge as they vie for a desirable home. Brokers are reporting an increase in the use of heartfelt letters from would-be owners who want to distinguish themselves and forge an emotional bond with the sellers.

Maul recalled a successful letter-writing effort last month by one of her office’s clients. Those buyers, who were using FHA financing, wrote a letter introducing themselves to the seller and explaining why they liked the home so much. After reviewing 13 offers, including one from an all-cash investor, the seller chose the letter-writer’s offer.

“Buyers should not forget the human element of appealing to a seller in this multiple offer market,” Maul emphasized, adding, “You just never know who is on the other side of a transaction and what might be important to them. In this case, selling their home to an owner occupant who appreciated special features of their home versus an investor sealed the deal, not cash.”

Brokers in the 21 counties served by Northwest MLS added 7,096 new listings to inventory during January. That total was just slightly more than the number of pending sales (7,016) that members reported last month and brought the total number of active listings at month end to 18,008.

Only two counties, Mason and Ferry, reported an increase in inventory last month compared to a year ago. The sharpest drops occurred in Snohomish County (down more than 51 percent) and King County (down nearly 48 percent). Both those counties have less than a two-month supply of homes for sale.

“Kitsap County is starting its spring market early this year,” reports Northwest MLS director Frank Wilson. It has 3.35 months of supply. Pending sales (mutually accepted offers) rose 23 percent in that market last month compared to a year ago, while closed sales surged nearly 40 percent. Prices in Kitsap jumped 32 percent, second only to Grays Harbor County where year-over-year prices jumped more than 54 percent.

“Often we don’t see momentum to really begin building until mid February to the first part of March. This year, I think due to the already low inventory and the continued low interest rates, the market feels like it started mid January” noted Wilson, the managing broker at John L. Scott’s Poulsbo’s branch.

Despite imbalance between supply and demand, Wilson said more and more buyers are opting not to purchase short sale homes because of the uncertainty involved. “It’s not uncommon for a lender to choose at the last minute to foreclose on a property instead of approving a short sale. When this happens it leaves the buyer high and dry with 2-to-4 months of time invested, only to have to start the process all over again,” he stated. That can leave them at a disadvantage considering the current pace of sales.

Sixty percent of homes close to job centers are selling within the first 30 days of being listed – twice the average rate, according to figures compiled by John L. Scott Real Estate. J. Lennox Scott, that company’s chairman and CEO, said extremely favorable market conditions have brought a surge of local home buyers into the market. Historically low interest rates and a shortage of inventory are creating an environment for multiple offer situations, he added.

Only two counties (Grays Harbor and Kittitas) reported a drop in pending sales last month compared to the same period a year ago, while 16 counties notched double-digit gains. The MLS attributes part of the improvement in sales to last month’s milder weather compared to January 2012 when a major snowstorm walloped the region. Nevertheless, even when compared to several previous years, pending sales were robust.

Northwest MLS members reported 5,548 pending sales during January in the four-county region (King, Snohomish, Pierce and Kitsap). That total surpassed the previous high for the month of January, which was logged in 2005 when members reported 5,426 pending sales.

Even though buyers are flocking to newly listed homes, sellers must be smart about pricing, emphasized George Moorhead, branch manager at Bentley Properties. “In my area, a home that comes on the market that is well priced for the area, style and condition is usually under contract within a few days,” Moorhead said, but he also noted homes that have been on the market for more than 20 days are subject to price reductions.

Moorhead, who is also a member of the Northwest MLS board of directors, said the current market defies basic economics for supply and demand. “Interesting factors include sellers who are still holding back for myriad reasons. Some do not have the confidence or equity to put their home in front of buyers, and that is creating even more pent-up demand.”  

 

Skahen, a past chairman of the Northwest MLS board, said it seems like two houses are selling for every new listing coming on the market. “Buyers keep getting more desperate,” he reported, adding “It will be interesting to see if sellers start jumping in after the weather improves in March,” as is the usual pattern.

Skahen also noted buyers who purchased one or two years ago have seen at least a 10-to15 percent appreciation in their value. “Amazon hiring is having a huge impact, especially around Ballard, Queen Anne and Capitol Hill,” he commented.

Yet another positive indicator of the state’s housing market recovery came from the National Association of Home Builders and its NAHB/First American Improving Markets Index (IMI). Six markets in Washington appeared on the list, the largest number since that gauge was created in September 2011. The IMI is based on six consecutive months of improvement in housing permits, employment and house prices.

Northwest Multiple Listing Service, owned by its member real estate firms, is the largest full-service MLS in the Northwest. Its membership includes more than 21,000 real estate brokers. The organization, based in Kirkland, Wash., currently serves 21 counties in Washington state.

2013…How This New Real Estate Market Works

While we are still in the beginnings of what we all hope will be a lasting economic recovery, housing markets across the country have changed. In the market around JBLM, the changes have been dramatic. Prices haven’t increased significantly, but they are certainly going up. The change in the South Sound has been a large decline in inventory. I commented several months ago about the large drop in foreclosures. The foreclosure “Shadow Inventory” wasn’t real, and the number of foreclosures in the JBLM area have dropped by 60-70%. This is good news for both buyers and sellers….and there is a lot pent up demand on the part of both.

I mention seller demand, because this is where buyers are going to make money over the next year or two. There exists a group of people, getting larger every day, who want to trade up, down, or sideways. Many of these folks have been trying to out-wait the market for the past 4-5 years, and are now seeing that the dream home is going to go up in value as fast (or faster) than the home they need to sell. The spring of 2013 is going to bring out the most aggressive/desperate of these folks, and while you will have to work for it…there will be deals to be made.

As a buyer, you should prepare yourself for a more balanced market. Sellers are no longer going to throw in the kids bedroom set. Nor are the riding mower, giant TV, and appliances still on the table. Sellers know that the market is changing, and that buyers have less to choose from. Having said the above, the one thing that most sellers understand are VA loan costs. Sellers expect VA buyers to ask that closing costs be paid by them, and most will agree…sometimes with other compromise expected. Another consideration for both parties are the VA appraisal limitations. The VA will not allow the financing of a fixer, and often times the seller may be required to make repairs. It is hard to know in advance, but if you sense that the seller has their backs against the wall, they may not have the ability to make corrections and repairs.

So why aren’t prices going up as fast as inventory goes down? All properties that are purchased using a mortgage loan will have an appraisal performed by a licensed appraiser. Appraisers determine value by comparing your home to others that have sold recently. Because they are always looking at “old” information, it takes time for prices to go up. The industry will allow prices to go up 10-15% a year, more than that is unlikely. As an example, Seattle property values went up 13% in 2012, and would have gone up faster had the appraisal process allowed it. Seattle has a major shortage of housing, we seem to be catching up.

Don’t let the fact that the real estate market is changing worry you, history says that there is a lot of upside ahead. Finding the deal of the century is going to be a little more work, but overall we are still much closer to the bottom than the top, and opportunity abounds. Get pre-qualified, get your house hunting plans & listings in order, and be ready for your deal of the century when it presents itself.

JBLM has had a really busy year in 2012, and our real estate market has too!  Our assigned strength has increased to approx 46,000 active duty (Army and Air Force), and this year JBLM is expected to exceed Ft Hood in active duty population!   The local real estate market and economy  has experianced a lot of growth as well, fueled both by JBLM and Boeing.  If you are moving here, congratulations..you will love it.  If you are already here, you know what I mean.

Is 2013 the Year to Sell Your Home?

The Western Washington Real Estate market has changed dramatically for the better, and it almost seems like it is being kept a secret.  Many of us are not aware that the housing inventory, in the area within 30-45 minutes of JBLM, has dropped by 60% during the course of 2012.

The Growth of JBLM has been the driving factor in this year’s recovery of the housing market.  The installation has more than doubled in the past few years, and we currently host an active duty population of about 40,000.   We still have new units slated to move to Ft Lewis, and lots of soldiers re-deploying this winter who will be interested in buying a home come spring.

This past Christmas, we had approximately 9 months of housing “inventory” available in Pierce and Thurston Counties… priced below $300K.  Today the inventory number is closer to 3 months.  In addition, prices have crept up about 1% per month since June, and the trend appears to be continuing into the winter…IOW, the market is more active than normal for this time of year…especially for the past few years.

If you are considering selling your home, I encourage you to expose it to the Service Members of JBLM.  During the late fall and early winter, Soldiers and Airmen are receiving orders with report dates next spring.  If you hope to sell in 2013, you should put your home on the market after the holidays, price it and show it well, and a ready, willing and able buyer will come.

The JBLM Housing Market is Still a Buyer’s Market…For Now

November, 2012

JBLM SignHousing Inventory is down, prices are creeping up at about a percent a month…If you are relocating to the Ft. Lewis or McChord AFB area, and you have been watching the market, you have probably noticed that the number of homes on the market has been dropping steadily all year. While I think that we will see an increase in listings after the holidays, the increase won’t come in the form of foreclosures and other distressed sales…

There are still great deals to be had by home buyers in the JBLM area. Housing prices for our median market are down 20+/-% since the highs of a few years ago, and will take some time to recover…that said, I believe that the best real estate opportunities in many peoples lifetimes, mine included, will occur in 2013.

So…If you are PCS’ing to JBLM, and have watched the housing inventory shrink, don’t despair. What I recommend is that you prepare yourself to be an aggressive buyer (I can help), put your best foot forward when making an offer (I can help here too)….and most importantly of all, when you find the right home, take action before the other guy does.

VA Loans and Fixer Uppers…What’s the Deal?

Get a FREE Relo Packet NowOne of the great things about home ownership is sweat equity, value that you can create by buying an fixing up a home in need of repairs.  In years past, many lenders were very lenient when it came to getting a mortgage on a fixer…and they rarely verified that the money was available to make repairs or if they were ever actually completed.

The financial crisis has resulted in dramatic changes to the way mortgage lenders look at the value of the homes they are willing to lend money on.  One of the more significant is in the interpretation of property condition reports provided by appraisers.  If you are purchasing a home using a VA loan guarantee, the VA controls the appraisal process, and has empowered their appraisers to perform some home inspection functions.  While the appraiser won’t inspect the electrical system, or test the furnace, he or she will state the obvious and apparent defects with the home.  BLUF…the home must be livable, and must not have any maintenance issues that could cause the property to decline in value.

If you are interested in purchasing a fixer, there are ways to make it happen.  Whether or not you are getting a VA loan, get an experienced Realtor.  One who does enough business/has enough experience to know what to expect from an appraiser in various situations….and one who knows the intricacies and challenges of rehab loans.  A less experienced Realtor may not be able to help you assess your fixer  accurately, which could result in paying for an appraisal on a property that cannot be financed.  It happens all the time…

    Economic Recovery & JBLM Area

    In January I published an article regarding timing the real estate market, and specifically about whether or not time was up…..It appears that it is.  I believe that we spent last fall and winter bumping along the bottom, and the busy real estate market this spring is giving traction to a housing market recovery, both nationally and locally.

    If you have been following the local housing market, perhaps looking for a home, you have undoubtedly noticed the huge drop in the number of available homes.  Population growth, driven by JBLM and other new job creation, is creating a lot of demand on what is a pretty well picked over supply of homes.

    JBLM is growing to be potentially the largest (in personnel numbers) Army installation in the country, Boeing is building and selling planes like crazy, and as you can see from the statistics article, over 150,000 people turned in out of state drivers licenses in Washington last year.  All of these facts combine to make the Thurston and Pierce county real estate markets very attractive for homeownership and investment.

    The current times continue to offer great homeownership opportunities for those able to take advantage.  Reduced home prices, coupled with interest rates that reduce expected payments from thousands of dollars to hundreds, combine to make the cost of buying a home well below the cost of renting (see example below)…with lots of potential for upside gains.

    Bad Idea Alert…

    Ben Bernake (chairman of the Federal Reserve, the guy who sets interest rates) went in front of congress in late April and stated that if the economy heats up, he is prepared to raise interest rates (he earlier promised not to raise until 2014).  Ben has a bad idea, let’s hope he doesn’t repeat it again, or at least not too loudly.
